Highlight: We need ASAP --nice, then collapsing the 3 queues into 1 "unified" queue (cscs is the only Tier-2 left to migrate) to bring submission rate as back to normal as possible. Inter-VO scheduling should be fixed and stable at 40:40:20 before any of such changes can occur.
